Council will discuss issues including a proposed Cricket field at Anderdon Park, our animal control by-law and the Phase 3 mountain bike trails at the Libro Centre at our regular meeting on Monday, May 26.

Planning Meeting

Prior to our regular meeting, Council will hold a Planning Meeting at 5 p.m. to discuss our Heritage Conservation District Plan and proposed by-law. Comments and questions received from the public and Council will be summarized by staff in a report that will be brought forward at a later date.

Back in June of 2024, Council agreed with a recommendation from the Heritage Committee and designated a study area for the Heritage Conservation District Study and, in July of 2024, passed an interim control by-law while the study progressed.

Earlier this month, the Heritage Committee endorsed the Amherstburg Heritage Conservation Plan and also endorsed the draft Heritage Conservation Plan by-law council will be discussing Monday night.

Final Tax Rating By-Law

Council will be asked to approve the Final Tax Rating by-law. The Town’s total levy for 2025, including two capital levies of $732,478 each, is $33,746,556.

New Cricket Pitch Proposed for Anderdon Park

An administrative report recommends Council support negotiating an agreement with PaxPitch Sports to install, at no expense to Amherstburg taxpayers, a cricket field at Anderdon Park.  

The cost to install the field would be fully funded by PaxPitch Sports, Windsor’s first-ever indoor cricket training facility. PaxPitch runs the Border City Cricket League in Windsor-Essex and Chatham. More than 20 teams with more than 400 players are ready to play outdoors in Amherstburg this season.

Riverview Subdivision Extension Request

Riverview Heights Development Inc. is seeking a Council resolution supporting its request for an extension of Draft Plan Approval for Riverview subdivision. The proposed subdivision is located on Front Road North, just north of Thrasher Drive, and consists of 37 lots for single detached dwellings.

An administrative report supports the three-year extension request.

Animal Control/Keeping of Animals By-Law

Administration is asking Council to simply receive a report on the Town’s Animal Control/Keeping of Animals by-law, which was updated in February of 2022. Council asked for this report to come forward following complaints that were received about the by-law earlier in the year.

Section 16 of the by-law prohibits the feeding of wildlife but makes an exception for “the leaving of food for a colony of stray or feral cats for the purpose of trap, neuter or spay, and manage program approved by the Director.”

Section 14 of the by-law says no homeowner “shall keep or permit to be kept in excess of 4 cats on a lot” but stipulates that “a cat shall not count towards the total permitted number” if the cat is being “temporarily kept by a rescue organization, recognized by the Town, for the purpose of being fostered and subsequently adopted or in connection with a Trap, Neuter and Return program.”

Section 14 also states that “no owner shall cause or permit their cats to create an adverse impact to any adjacent or nearby lot as a result of odour, noise, roaming of cats or otherwise.”

Notice of Motion: WEBC Phase 3 Trails

Council will debate my Notice of Motion to allow the Windsor Essex Bike Community to begin construction of the Phase 3 mountain bike trails at the Libro Centre.

The group has raised the money required and has the volunteers ready to break trail! I want to make sure they can get the work done before the heat and humidity of the summer, and so they can use these trails for their popular youth mountain bike training nights.
